Change default config to /etc/foremost.conf

I have packaged this application for Debian, and in
keeping with Debian policy, the config file is set to
/etc/foremost.conf.
The patch for this is attached.

Output directory should be empty

The program should check that the output directory is empty before
allowing files to be written to it.
