&lt;p&gt;First of all, we want to thank all the people and organizations that have made this new version possible. &lt;/p&gt;
&lt;p&gt;Among them, we would like to specifically mention Oscar Gonzalez Fernandez for all his hard work on the project. But also Philippe Poumaroux and Martin van Middelkoop for their patches and Kent Thoresen for contributing the Norwegian Bokmal language.&lt;/p&gt;
&lt;p&gt;This release is mainly a bug-fix release of the LibrePlan 1.4 release branch with over 39 small fixes (and 1 new language).&lt;/p&gt;
&lt;p&gt;Norwegian Bokmal has been added as a new language. This means LibrePlan is now available in 14 languages. &lt;/p&gt;
&lt;p&gt;Besides these main topics many fixes have been included for the issues reported and, as usual, it is possible to test the new version on-line at &lt;a href="http://demo.libreplan.org." rel="nofollow"&gt;http://demo.libreplan.org.&lt;/a&gt; Or to download it and to read more information in the release notes. &lt;/p&gt;

Among them, we want to mention specially to the St. Antonius Zienkenhuis Hospital (in The Netherlands) which has been&lt;br /&gt;
the main contributor on this occasion.&lt;/p&gt;
&lt;p&gt;Here the report of the main developments in LibrePlan 1.4 that we hope you enjoy:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;JIRA connector. Atlassian JIRA &lt;span&gt;[1]&lt;/span&gt; is one of the most used commercial issue trackers nowadays and LibrePlan will be integrated with it. It will be possible to import the JIRA issues which a specific label assigned into a LibrePlan project. The user will be able to launch this operation on demand or automatically with a configurable periodicity.&lt;/li&gt;
&lt;li&gt;TimEnterprise connector. TimEnterprise &lt;span&gt;[2]&lt;/span&gt; is a time tracker tool that is widely used in The Netherlands. LibrePlan 1.4 comes with a TimEnterprise connector which will let the project managers import the Tim timesheets into LibrePlan and bind them to project tasks. In this way organizations using TimEnterprise can keep using it for time tracking and, at the same time, will be able to view the LibrePlan projects with the cost information available without any additional effort.&lt;/li&gt;
&lt;li&gt;Microsoft project and Planner files import. A first version of a module to import both Microsoft Project &lt;span&gt;[3]&lt;/span&gt; and GNOME Planner &lt;span&gt;[4]&lt;/span&gt; files will be available. The information uploaded will be the WBS, the Gantt chart and the calendars. The open source MPXJ library &lt;span&gt;[5]&lt;/span&gt; is used for this purpose and, thanks to it, new data formats will be easily supported in future.&lt;/li&gt;
&lt;li&gt;Personalized company filters. The user preferences screen has been expanded with two filtering settings: the projects view filtering options and the resource load filtering options. With the project view filtering settings the user will be able to choose a default label and time period to fill the filters in both the projects planning and the projects list perspectives.  With the resource load filtering settings the user will be able to choose a default criterion and a time period to be applied by default on visiting the resource load global perspective. These screens will also remember the last filtering values configured during the user session and will apply them every time.&lt;/li&gt;
&lt;li&gt;Project filters memory. The values filled by the user in the different project filters will be remembered by the application while the user is navigating. On coming back to a project, LibrePlan will fill the filters with the last values used by the user in the project. This will saves time many times to the user.&lt;/li&gt;
&lt;li&gt;Resource load status displayed in the allocation configuration pop-up. If the user visits the advanced search screen to choose the resources to allocate in a task, he will see two resource ratios calculated: the availability and the overtime. The availability informs about the percentage of a resource timetable in which he is free between two dates. The overtime informs about the percentage of hours allocated as overtime in a period.&lt;/li&gt;
&lt;li&gt;Chinese as new language. With the Chinese LibrePlan will be translated into 13 languages.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;Just some weeks after the previous release, we are launching &lt;strong&gt;LibrePlan 1.3.3&lt;/strong&gt;, which includes some small improvements and fixes of idenfied issues.&lt;/p&gt;
&lt;p&gt;We also want to use this annoucement to communicate that a LibrePlan mobile application has been developed. This is a tool to allow LibrePlan users to access the tasks they are assigned to, from any project, report worked hours and check their progresses from a mobile device.&lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.libreplan.com/download/mobile-application/"&gt;http://www.libreplan.com/download/mobile-application/&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;You can &lt;strong&gt;download this app&lt;/strong&gt; for free to any of the currently supported platforms, and configure it to connect to your LibrePlan installation to start using it.&lt;/p&gt;
&lt;p&gt;On the other hand, several changes have also been made on LibrePlan, of which the most remarkable are:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;Performance improvements&lt;/strong&gt; on the project listing window (specially when working with a lot of projects), and on the project creation and WBS manipulation.&lt;/li&gt;
&lt;li&gt;We have changed the internals of the custom JavaScript files inside LibrePlan, to &lt;strong&gt;avoid some problems&lt;/strong&gt; due to the &lt;strong&gt;caching&lt;/strong&gt; of those files, and creating issues that forced manual cache refresh when upgrading LibrePlan installations.&lt;/li&gt;
&lt;li&gt;An informative message has been added to the installation package to suggest &lt;strong&gt;Java configuration&lt;/strong&gt; tunning, in order to avoid Memory problems.&lt;/li&gt;
&lt;li&gt;The &lt;strong&gt;visibility of the projects&lt;/strong&gt; on the company view has been modified, to show by default all projects but CANCELLED and STORED.&lt;/li&gt;
&lt;/ul&gt;

we are already in conditions to provide our users with a new version of
the 1.3.X series, LibrePlan 1.3.2. Two events are the main responsible
for allowing us to share with you new interesting enhancements:
LibrePlan hackfest LibrePlan hackfest celebration and the development of
three sponsored features of general interest for the program. 

We want to thank the companies SOMABE and VIB Netwerken, who needed some
evolutions on LibrePlan, to have hired their development. 

      * SOMABE is a Basque (Spanish) company dedicated to the
        manufacturing of special machinery and uses LibrePlan for
        planning its production. They manage intensively the cost of the
        projects planned and adapt the planning according to what
        happens in the real world.
      * VIB Netwerken is a civil engineering firm in the area of
        telecommunications, television and fiber connections located in
        The Netherlands. They use LibrePlan integrated with SugarCRM.
        The SugarCRM tasks are imported into LibrePlan and are used as
        input for planning. In this way they provide its customers with
        the planning for their projects and they can see them on-line in
        real time. Besides, VIB Netwerken controls the overtime of their
        workers taking part in the different projects over time.
        
Here the report of the main developments that we hope you enjoy: 

      * Project status report has been extended. The report now
        incorporates new columns with cost data. Besides, there are two
        filters to select the tasks to be included in the report
        according to whether they have specific criteria requirements or
        labels assigned. Finally, now the tasks with a cost higher than
        its budget are marked and displayed in red. More info at this
        post.
      * Planning adjustment according to timesheets. With this new
        feature you will be able to adapt the planning over time with
        the data coming from the real world being provided by the
        timesheets. This is a very useful and distinctive feature of
        LibrePlan because it will allow the project managers to save a
        lot of time to keep the planning up to date. You can read all
        the details of this feature here
      * New DELETE operation in web services to import projects has been
        included. This new web service operation allows to remove whole
        projects or individual tasks on top of the current functionality
        to import/update projects or tasks.
      * Three new bound resources web service operations have been
        developed. The list of assigned tasks to a bound resource, the
        list of personal timesheets tracking time in a task and the
        update of personal timesheets.
      * The project planning perspectives have been protected in order
        to prevent leaving them before saving. There is a new
        configuration variable which defines the number of seconds since
        the last saving and which activates a warning if this threshold
        is surpassed. By default the number of seconds is configured in
        30 and if you set the parameter to 0, the warning is disabled.
        This will prevent data losses when users forget to press the
        save button before going to another screen. When this happens in
        the planning perspectives is generally more serious than in
        other windows. This is so because is common that the project
        manager spends quite a lot of time configuring the project
        scheduling.
      * The project name in the left side part of the projects planning
        perspective (home page)will be clickable. By doing it, the
        project scheduling of the project clicked will be loaded.
      * The list of project states has been reviewed and expanded. The
        list from now on is composed
        by: PRE-SALES, OFFERED, OUTSOURCED, ACCEPTED, STARTED, ON
        HOLD,FINISHED, CANCELLED and STORED.
      * LibrePlan is now compatible with Java 7 and this release will be
        ready for Ubuntu 12.10 and Fedora 17.
        
Besides these main topics many fixes have been included for the issues
filled by the LibrePlan users and, as usual, you can test the new
version on-line, download it and read more information in the release
notes. We hope you enjoy it and upgrade to LibrePlan 1.3.2sooner than
later  

Finally, we could like to remark that LibrePlan source code repository
has been moved from SourceForge.net to GitHub. The main reason behind
this change is to make easier the collaboration in the project thanks to
some features like "pull requests" provided by
GitHub.

We invite to attend to all the people interested in the project. Although you are not a contributor yet, we would be happy to count with you. It is a great opportunity to know the project from inside talking with the LibrePlan team members. We can arrange discussions, training activities, developing workshops, etc.

After summertime is over in Europe, where the main LibrePlan developers live, we think that it is a good time to provide our users with the new things incorporated into the stable branch since the release of the LibrePlan 1.3.0 version, on July the 27th.

The major developments included in the 1.3.1 version are the next ones:
\* Catalan as new language, thanks to the work of translation done by Daniel Díaz Sañudo. With Catalan LibrePlan is already fully avaliable in seven languages - English, Catalan, Dutch, French, Galician, Italian and Spanish - and, besides, German and Polish are very close to this 100% percentage of completion. But we do not want to stop here, we want to keep growing. Therefore, if you live in a country with a non-supported language and you want to enjoy LibrePlan in your mother tongue, we will be glad to accept your translation.
\* Web service API extension. A new DELETE operation has been incorporated to the LibrePlan web service for importing timesheets into the program. Many LibrePlan users have their company timesheets stored in other applications and they include them into LibrePlan automatically using our planner web service API. For this scenario, sometimes it is necessary to be able to delete some already imported timesheet data to correct possible mistakes. Having the capacity to fix these errors has been the rationale behind the addition of this new DELETE operation.
\* New twice-weekly and weekly personal timesheets. In LibrePlan 1.3.0 we included a special type of timesheets called monthly timesheets. The monthly timesheets were designed having employees in mind \(bound workers\) so that, by using them, they could track the work done by themselves in a whole month. The idea was that the monthly timesheets could be used to meet the payrolls according to the time devoted by the employees each month. However, there are companies that pay the salaries per week or twice-weekly and this has been the reason to add the option of having personal timesheets with three periodicities: monthly, twice-weekly and weekly. From now on, there is a global configuration option to select the type of personal timesheets you want to use in your LibrePlan deployment.
\* Reporting the project status. LibrePlan has a wide set of reports that can be extracted in PDF, ODT or HTML. This set of reports can be extended to satisfy all the imaginable reporting needs. In this occasion, we have included a new printout with the project WBS. The WBS is the description of the work to be planned in a project and the report has a row per activity with the next columns: the task name, the budgeted estimated number of hours to do, the total planned hours and the total tracked worked time. We hope you find it useful\!
\* Dates internationalization. There were some places where the date format was not respecting the convention defined by the locale. This has been fixed and, from now on, you can see all the dates provided by LibrePlan in a format coherent with the language in which the user is navigating.

LibrePlan 1.4 roadmap has been defined by the project community members in a public meeting as we usually do \(you can read the minutes - http://wiki.libreplan.org/twiki/bin/view/LibrePlan/MinuteS20121009 - for more information\).

In the LibrePlan team we regard as very important to listen to the feedback of our users to know where they find difficulties on using the program. And according to it, for the next release, we have made the decision of devoting a significant effort to solve some of these usability issues. This, for sure, is one of the main targets of the LibrePlan 1.4 version.

Apart from it, it is also worth mentioning that we plan to launch some ongoing interesting new features. Among them, we highlight the LibrePlan integration with the JIRA issue tracking software \(http://www.atlassian.com/software/jira/overview\) and the project import into LibrePlan from several project management file formats, like Microsoft Project \(http://www.microsoft.com/project/\).

In LibrePlan 1.3 we have fulfilled the targets that we had identified as top priority in the roadmap \(http://wiki.libreplan.org/twiki/bin/view/LibrePlan/RoadMap\) and this makes us happy, because of the work done and because we think that with the new features included we are providing LibrePlan with new capabilities. With LibrePlan 1.3 we are making the planner better for collaborative, real-time scenarios where many different people in the organization interacts with the projects planning.

Resource binding to users
\-------------------------

So far the workers assigned in the project activities and the users of the program were independent. Now, we have created a new type of users, called bound users, that are linked to specific workers. A bound user has, by default, limited privileges and can perform several operations related to the tasks to which he is allocated.

A bound user has as home page a control panel, where he sees the tasks he has been assigned to, where he can track the time he devotes as a result of his daily work and where he can create his expenses due to the tasks he is working at.

Monthly timesheets
\------------------

A new special timesheet, called monthly timesheet, has been created to be used by the bound users on tracking time. This timesheet has a set of virtues that, in our humble opinion, improve the current screen to track time from several points of view:
\* Saves space. It is a timesheet thought to cover all the time devoted by a worker in a month. In this way, the time tracked is not scattered in multiple sheets.
\* Helps to control the hours worked to the employees \(bound users\). In most organizations the hours are controlled at month level to know if the employee has tracked correctly all the hours he is supposed to do, to manage the overtime, to see at a glance the total work imputed in a task in a month, ... With the new user interface designed the management of this information is got in a natural way.

Project dashboard
\-----------------

It has been developed a new perspective in the project planning called dashboard where a set of performance indicators \(KPI\) are calculated. They assist in knowing the status of the projects more easily and they are specially useful to sum up the project situation for executive decision processes.

Four dimensions of the project are appraised in the dashboard: how the work is progressing, how much the project is costing, the status of the resources allocated and, finally, if time constraints are being enforced or not.

Expenses
\--------

In previous versions the comparison of the cost of the projects against their budget was done using only the hours worked by the organization employees. These hours are translated into money according to the worker cost categories and the cost of the work hour types.

Also if the activities had expenses because of other concepts \(purchases, trip allowances, ...\) now it is possible to include this money in the cost of the project activities and manage it through LibrePlan.

Permission enhancements
\-----------------------

The LibrePlan permission system has been extended in order to be very detailed and should satisfy now the requirements of the most demanding companies:
\* It has been created a role for each of the LibrePlan pages. In this way all the screens are protected by an individual permission which can be granted or revoked to any user or profile.
\* They have been created a set of default profiles according to the more typical labor division found in the organizations:
\* System administrator: who is able to manager users, profiles and the application settings.
\* Project manager: profile with all the planning related operations granted.
\* Human resources and accounting manager: profile with privilege over the resource administration pages, the calendars and cost related operations.
\* Time tracking and expenses responsible: with access to save expenses and track time.
\* Outsourcing manager in charge of doing all the subcontracting operations.
\* Reports responsible able to extract all the reports available in LibrePlan.
\* The reports have been modified to integrate them with the projects permission system. The project permission system controls the read and write access to individual projects to specific users and profiles. Now, in a coherent manner, users can obtain reports but only of the projects they have access according to their privileges to see or edit the planning.

Currency support
\----------------

LibrePlan was not internationalized regarding to the currency and the one used was the euro. Nevertheless, since LibrePlan 1.3 it is possible to configure the currency of the deployment through the global configuration page.

We have also enriched the interface adding the symbol of the configured currency in the reports and in all the screens where money quantities appear. This allows the user to do a prompt identification of the currency fields.

Work breakdown structure \(WBS\) setting up behavior
\--------------------------------------------------

We have improved the usability of composing WBS trees, which represent the work to be planned. Now the mechanism to create leaf tasks is more intuitive and allows to save time. Outsourcing improvements
\------------------------

LibrePlan is a tool which allows to subcontract project tasks to be done by some of the company providers. Therefore, these outsourced tasks are done by external resources.

If the providers have also LibrePlan deployed, the program has a mechanism which allows to the customer and the provider LibrePlan instances collaborate.

In LibrePlan 1.3 the outsourcing module has been extended with the next new features:
\* It is possible to communicate changes in the delivery date to the subcontractor.
\* A screen with the log of the incomming communitations received from the subcontractors is included to notify the user.
\* The subcontractor can communicate and send to the customer the date in which it finishes the task. Several end dates can be sent over time.
\* A screen with the log of the incomming communications received from the customers is provided so that the user is aware of the changes happened.

New resource load filter by resource criteria satisfaction
\----------------------------------------------------------

Resource load screen allows to analyze and monitor the status of the resources \(workers and machines\) with regard to their allocated load over time. It is possible to know if they have room to receive more allocations in a time period or, conversely, if they are overloaded and need to work overtime to achieve the planning goals.

The resource load perspective has been improved by including a resource filter by criteria satisfaction. In this way, now it is possible to know how is the load of all the resources satisfying a specific criteria, thing which is very useful in an organization where there are different resource groups defined by the criteria they satisfy. In LibrePlan 1.3 is possible to ask the planner to calculate how is the load of, for instance, the plumbers, the carpenters or the bricklayers if you are running a building company.

Concurrent usage improvements
\-----------------------------

LibrePlan has a collision detection engine to avoid to save wrong data when two users are editing simultaneously the same screen or they are at two different screens but they affect the same data. The last user to press the save button gets a retry request.

This collision detection engine until LibrePlan 1.3 avoided to track time to a project at the same time as the project is being planned.

This situation has been improved in this new version where both operations can be performed at the same time on having been programmed an independent thread to calculate the total number of hours which track time to each WBS element.

Revamped menu
\-------------

The different menu entries of the LibrePlan top menu have been rearranged to be more cohesive and to be found more easily by the users. There will be the next top level entries:
\* Planning. It includes the entries to perform the planning actions.
\* Resources. It includes the options to administrate the support data needed to plan the projects. Examples of resources are the workers, the calendars, the criteria, the progress types, ...
\* Cost. Under this menu are located the operations related with the cost of projects like the timesheets or the expenses.
\* Configuration. This menu embraces the options to administrate the configuration of the application and the management of the users and profiles.
\* Communications. It has been created a new top level entry to group all the operations related with the LibrePlan outsourcing capabilities.
\* Reports. In this area they are shown the entries to extract the different reports available.
\* Personal area. It is the last top menu entry and includes the entries to manage data specific to the connected user like the personal dashboard \(in the case of the bound users\), the option to change the password or the personal preferences like, for instance, the language of the application.

Languages supported
\-------------------

The LibrePlan community of translators is growing over time, thing which is great because makes LibrePlan accessible to more people.

In this version the LibrePlan team have done a global review of all the application strings to improve their quality and, because of this, we have made the support of some languages incomplete temporaly while the translators have not the time to update their translations accordingly to the changed strings.

The current languages support status is:
\* Fully translated: English, Spanish, Galician, French and Dutch.
\* Partially: Czech, Italian, Polish, Portuguese, Russian and German.

From here we encourage everybody to join our translators team \(https://www.transifex.net/projects/p/libreplan/\) to help with the current supported languages or to bring new ones.

Timesheets search window enhacements
\------------------------------------

The LibrePlan window to search the timesheets saved in the application has been enhanced to retrieve not only the direct time imputed to the WBS elements but also to compute the time imputed in any of their children in the case of containers.

The default option is to retrieve all the timesheet lines, direct or indirect, but there is a selector to configure the search of only the direct timesheet lines or only the indirect ones.

LibrePlan release 1.3 was estimated to be launched in April 2012, by week 14. This date was decided in the roadmap definition meeting held after the release 1.2. These roadmap definition meetings are celebrated after each major version and have the purpose of assessing the status of the project and defining its future according to the feedback received by users, taking into account technical needs identified by the developers, listening to the preferences of contributors depending on their experience, etc.

The roadmap for 1.3 version is published here \(http://wiki.libreplan.org/twiki/bin/view/LibrePlan/RoadMap\#Version\_1\_3\_2012w14\) and, as you can see, the goals are sorted according to priority values: there are top priority features and medium priority ones.

We have not been able to hit this estimated deadline on April 2012 and, because of this, we have had to delay the release date. So, we had pending to set a new point in the calendar and, besides, to take this opportunity to close the final list of features to be packed in the 1.3 version and announced them publicly. 

In the early stages of the release cycle, the roadmap is just a declaration of the intentions. However, as time passes you gather more information about the progress and you can make a final decision of the features that will be in and the ones that will be left aside for a later occasion. At present, we are in this second scenario for the 1.3 version and, because of this, after discussing it among us we have agreed on the final list of features that will be shipped in LibrePlan. 

And we do not make you wait more for the disclosure of this information ... although a bit of mystery is always good to capture attention ;\)
