Yes, this problem exists, however I am not able to identify the problem. All key listeners are correctly registered but they simple do not work. Therefore it is not possible to start moving the map. Strangely the "stop" movement methods when you release the cursor key works correctly.
This is very confusing. May be a Java bug?

I can confirm the bug, still active in Windows 11. Any new ideas?
Maybe trying some other letter-keys instread (like E-S-D-X) if they would work?
(not Y or Z because they are differnt possitioned on English an German keyboard layouts, which could cause additional troubles)
