Log page info not language dependent

The page number information showed on the log page
isn't language dependent. The bug is contained in line:
print("<td class=\"form2\"
nowrap=\"nowrap\"> ($from to $to) of $recordcount
 </td>\n");

There should be locale variables instead of 'to' and
'of' files.

Unclear section captions on group editing page

The sections on the group editing page that list the
users that are members of this group are very
unclear. First, the members that are "in the group"
are listed, meaning members for which this group is
the primary group. Then, "members of the groups" are
listed. It is not clear for the user at all, what the
difference between these two sections is. The German
translations for this page are even worse.

Missing German translations

Should be `in bytes' as the following:

$owl_lang->owl_max_filesize = "Maximum Upload
File Size (in bytes)";
