metaserver UDP solicitation patch

This is an untested patch which merges the metaserver
UDP solicitation mode into the Paradise source. I did
not go looking for the queue structures, if any. I'd
welcome an experts input on that.

Apply with patch -p1

If prefix isn't set explicitly NETREKDIR is bogus.
