Usage has been extensively described in the documentation included in the package.
I'm very surprised that you did not find that.

(B.t.w. there is no specific usage for Windows because that
isn't any different than usage for other platforms)

The error that you mention is so basic that I conclude that you're not at all
familiar with Tcl and Tk, the platforms it supports, and its usage of packages
in general. As you say: "I am a noob".

That leads me to providing you with the following advice (which has nothing to
do with the package for which you submitted the bug report):

Educate yourself about Tcl/Tk, for example by using one of the many
tutorials on the internet. Here is a list that may come in handy:

After that, rethink and formulate for yourself why you would want to use package
tkwintrack (or windetect).

The author of the packages windetect and tkwintrack, and the bug tracker for
these packages that you used to send your request for help, cannot help you
with any of that. And this bug tracker won't lead you to what you need.
