ADOdb is a PHP database class library to provide more powerful abstractions for performing queries and managing databases. ADOdb also hides the differences between the different databases so you can easily switch dbs without changing code.

There is also an outdated and unmaintained Python library

I've used this library since 2005, it's simple and fit my needs, it has drivers for various popular database, complete documentation from tutorial to reference document and also great developer support
